Newton County lies along Interstate 20 east of Atlanta, with Covington as its county seat and Oxford, home to Oxford College of Emory University, just to the north. Hoffspiegel Law represents injured people from Newton County from our office in Atlanta. If you were just hurt, start with the steps below; the rest of this page covers the county’s stretch of I-20, the cases we handle and how deadlines and courts work for a case that begins here.
First Steps After a Crash or Injury in Newton County
- Get medical attention right away. Piedmont Newton Hospital at 5126 Hospital Drive NE in Covington offers 24-hour emergency care, and Piedmont Walton in Monroe is listed by the Georgia Department of Public Health as a Level III trauma center.
- Ask the responding officer for the report number and which agency is handling the crash. Crashes on I-20 in the county have been worked by the Georgia State Patrol, the Newton County Sheriff’s Office and Covington police.
- For a State Patrol report, contact a State Patrol post or the Department of Public Safety Open Records Unit, giving the names involved, the county, the date and the report number if you have it.
- For a crash worked by another agency, the Georgia Department of Transportation says reports can be purchased through BuyCrash or requested from GDOT by mail.
- Take photos and keep damaged property, clothing and medical paperwork.
- Review your own policy for uninsured/underinsured motorist coverage under O.C.G.A. § 33-7-11.
- Speak with a lawyer before signing releases or giving recorded statements.
Newton County’s Stretch of Interstate 20
Interstate 20 is the backbone of the county. Its Newton County interchanges include Exit 88 at Almon Road toward Porterdale, Exit 90 at U.S. 278/State Route 12 into Covington and Oxford, Exit 92 at Alcovy Road, Exit 93 at State Route 142 (Hazelbrand Road), and Exit 98 at State Route 11 toward Monroe, Social Circle and Monticello.
In July 2026, a tractor-trailer struck and killed a man who had pulled onto the shoulder of eastbound I-20 near Exit 101 after trouble with the boat he was towing. All lanes were shut down while the Newton County Sheriff’s Office investigated.
Cases We Handle Across Covington, Oxford and Porterdale
When Another Driver Causes a Car Crash
Because Georgia is an at-fault state, the negligent driver’s liability insurance is the first source of payment. The state minimum is 25/50/25, which can run out quickly after a hospital stay. Visit our car accident lawyer page for more.
Truck Crashes on I-20
Commercial trucks on I-20 must follow federal safety rules in 49 C.F.R. Parts 390–399, including driver qualification standards in Part 391 and hours-of-service limits in Part 395. Under O.C.G.A. § 40-1-112 and § 40-2-140, Georgia law can allow the motor carrier’s insurer to be named directly. More on our truck accident page.
Motorcycle Riders
A driver who fails to see a motorcycle at an intersection or during a lane change can cause catastrophic injuries. These cases often come down to sight lines and witness accounts. Read about motorcycle accident cases.
Walkers and Cyclists Near Downtown and Campus
Walkers and cyclists around downtown Covington and the Oxford campus area are vulnerable to inattentive drivers. Georgia’s Hands-Free Act (O.C.G.A. § 40-6-241) restricts phone use behind the wheel. See our pedestrian and bicycle accident pages.
Unsafe Property and Falls
Wet floors, broken stairs, poor lighting and inadequate security can all lead to serious injuries on someone else’s property. A business that knew about a hazard and left it in place can be responsible. Learn more about slip and fall and premises liability claims.
Dog Bite Injuries
Bites and knock-down injuries from loose or aggressive dogs can require surgery and leave lasting scars, especially for children. Owners who fail to control their animals can be held responsible. See our dog bite page.
Fatal Accidents
A fatal crash on I-20 or a local road can leave a family without income and without answers. Georgia allows a wrongful death claim, and the right to bring it depends on the family member’s relationship to the person who died. Read more on our wrongful death page.
Deadlines and Courts for a Newton County Lawsuit
Two Years to File, With Fault Divided by Percentage
Georgia gives most injured people two years from the date of injury to file suit (O.C.G.A. § 9-3-33). Some exceptions can apply, but a missed deadline usually ends the claim. Under O.C.G.A. § 51-12-33, your damages are reduced by your percentage of fault, and you cannot recover if you are 50% or more responsible. Insurers often use this rule to argue for a lower payment, so documenting what the other driver did is important.
No State Court in Newton County
Newton County does not have a State Court. A case that belongs in the county’s courts is generally filed in Newton County Superior Court, part of the Alcovy Judicial Circuit that also serves Walton County. Smaller civil claims can be brought in Newton County Magistrate Court, which has a capped dollar limit. Both courts sit in the Judge Horace J. Johnson, Jr. Judicial Center at 1132 Usher Street in Covington, which also houses the Clerk of Courts. Venue depends mainly on where the defendant resides or does business, so a crash in Newton County can end up in another county’s court.
Claims Against Newton County, Covington or the State
If a government vehicle or road defect played a role, notice rules apply. Claims against Newton County generally require written ante litem notice within 12 months (O.C.G.A. § 36-11-1); claims against a city such as Covington, within 6 months (O.C.G.A. § 36-33-5); and claims against the State of Georgia, within 12 months (O.C.G.A. § 50-21-26).
